Keegan Mills is SPA’s first Cyber Fellow, bringing deep expertise in engineering, cyber technology, and information systems in support of the Department of Defense. He joined SPA in August 2025 as Cyber Prototyping Transition Lead in the Space & Intel Division’s Strategic Technology Analysis Group. In his role, Keegan advances SPA’s ability to provide clients with objective, technically rigorous guidance on the rapidly evolving challenges of cyberspace operations and cybersecurity.

Keegan Mills is SPA’s first Cyber Fellow, bringing deep expertise in engineering, cyber technology, and information systems in support of the Department of Defense. He joined SPA in August 2025 as Cyber Operations Team Lead in the Space & Intel Division’s Strategic Technology Analysis Group. In his role, Keegan advances SPA’s ability to provide clients with objective, technically rigorous guidance on the rapidly evolving challenges of cyberspace operations and cybersecurity.

Before joining SPA, Keegan was Director of Task Force Aquila and the Engineering and Cyber Technology Lead for Marine Corps Systems Command (MCSC). In that role, he served as principal advisor to the Commander and Executive Director, including Program Executive Office Land Systems and subordinate activities, on matters of cyberspace, cybersecurity, and information technology management. He led MCSC efforts in the future engineering of the Service Information Environment and its primary construct, the Marine Corps Enterprise Network.
Prior to joining MCSC, Keegan was the Chief Information Officer of a Washington, DC-based defense firm, where he advanced the company’s software engineering, network engineering, and cybersecurity capabilities. He was an active participant in the Defense Industrial Base Cybersecurity (DIB CS) Information Sharing partnership, encouraging industry collaboration to strengthen collective threat awareness.

Earlier in his career, Keegan served as Director of Information Technology for the same firm, where he built its technology infrastructure from the ground up, developed custom business software, and implemented advanced cyber defense, detection, and network threat response measures. He pioneered the use of data sonification for network threat detection and expanded the firm’s cyber competencies during a period of rapid growth.

Earlier in his career, Keegan served as Director of Information Technology for the same firm, where he built its technology infrastructure from the ground up, developed custom business software, and implemented advanced cyber defense, detection, and network threat response measures. He pioneered the use of data sonification for network threat detection and expanded the firm’s cyber competencies during a period of rapid growth.
Keegan began his professional career in the media and advertising industry as a video editor, software developer, and network engineer. He later transitioned to defense, supporting NAVSEA and OPNAV as a network engineering and software development contractor before joining the defense start-up firm that he would help grow over two decades.

He holds a Bachelor of Science degree in Computer Information Technology from the University of Maryland University College.
